The Duty to Manage

The Control of Asbestos Regulations 2012 states that any individual or company that is responsible for any non-domestic premises have a legal duty to manage asbestos therein. This means it is a legal requirement and duty to fulfil a number of obligations. These include:

Ascertaining whether there are asbestos containing materials (A.C.M.s) on the premises; determining the type and condition of A.C.M.s; assessing the risk of disturbance/exposure of any A.C.M.s or presumed A.C.M.s; preparing and implementing a written plan on how to manage the risks; and monitoring, reviewing and updating this plan periodically.

By using our professional, independent and impartial expert services, ASA can help ensure your legal compliance with these regulations. Our clients range from single room surveys for smaller properties to entire industrial and petrochemical sites for Blue chip companies.

We have conducted over 5000 surveys on; factories, shops, public houses, hotels, guest houses, churches, farms, offices, industrial units, schools, hospitals, castles, ships, oil platforms and every type of property and site within the United Kingdom so our valued clients can be assured of a vast range of knowledge and experience.

Survey Types

Asbestos Surveys & Advice offer a full range of asbestos consultancy services and in line with CAR 2012 offer two main types of asbestos surveys; Management and Refurbishment/Demolition as well as single samples.

The management survey involves checking all reasonably accessible areas for asbestos containing materials. Representative samples are then taken to a UKAS laboratory for analysis. A full report is then compiled to give positive identification as to the content of the materials tested. If asbestos is detected, risk assessments and recommendations on how to manage the material is included within the report and register.

The refurbishment/demolition survey is an extension of the management survey, and includes a fully intrusive check of all areas, including sealed voids and cavities. It is only usually undertaken prior to a major refurbishment or demolition of a property. We will provide all the detailed reports (including photographs, drawings and building plans) that are required and make impartial recommendations on the course of action you should take regarding removal and/or safe management. Please see our website for further details on these reports.

Removing asbestos can be very costly; this course of action should only be undertaken as a last resort. ASA will never recommend removal if there is any other way asbestos can be managed in situ.

Who is at Risk?

ASA provide a full range of asbestos services to all types of businesses and domestic clients. Although many of our clients are large companies, some are small to medium sized businesses with only a few employees. Most at risk from asbestos exposure are contract personnel working in the building trades; electricians, plumbers, shop-fitters, insulators, and demolition workers, for example. But anyone can be at risk if asbestos is not controlled correctly.

That is why the Control of Asbestos Regulations 2012 states that you act now. The sooner you take action, the sooner you can help prevent lives being needlessly lost to Mesothelioma and other asbestos related diseases.

Asbestos Facts

We should all know by now that asbestos exposure can cause potentially fatal illness. An estimated 3000 people die every year from Asbestosis, pleural plaques, lung cancer or mesothelioma - and this figure keeps rising. There are three main types of asbestos; Crocidolite, also known as blue asbestos; Amosite, also known as brown asbestos; and Chrysotile, also known as white asbestos. Though widely used as insulation in post-war construction projects up to the 1970s its use was totally banned in 1999. However, it is estimated that there are still over 1 million tonnes of asbestos still lurking in buildings all over the UK

Accreditations

ASA holds full ISO 9001:2008 quality assurance accreditation, and all of our asbestos surveyors have BOHS P402 certification as a minimum, have undergone Asbestos removal training and hold safety passports. Every survey we undertake is conducted in accordance with HSE publication HSG 264 and the very latest regulations. All of the laboratories that we use for sample analysis are UKAS accredited. Though officially banned in 1999, materials containing asbestos were used in construction for almost 60 years. As a result of this prolonged period of use, asbestos can still be found in buildings throughout the capital and surrounding areas. In fact, any property built before 1999 has the potential to contain asbestos - a material that is known to be extremely hazardous to health. Asbestos Management Plans

Having an asbestos survey carried out on your property is only one part of your legal duty. The other is to form and implement an asbestos management plan (should materials containing asbestos be found on the premises). This is outlined in the HSE’s Approved Code of Practice L127, “The Management of Asbestos in Non-Domestic Properties”. A management plan can vary quite considerably from building to building and site to site, but it will usually involve:

  • An action plan for the control of asbestos
  • An organisational chart of who is responsible for the management of asbestos containing materials.
  • A schedule of annual re-assessment surveys.
  • Priority risk assessments and material assessments.
  • Emergency procedures.
  • Asbestos removal or detailed plans pertaining to their removal.

As experts in this area, we can help you with all matters relating to the creation and implementation of an asbestos management plan. Simply get in touch to find out more.
